According
to The Complete Salt and Pepper Shaker Book
by Mike Schneider, salt and pepper shakers first become prized in the
US for collecting and decorating about the 1920s. Goebel marketed
it's first three sets of figural shakers in 1923. Many shakers appear
to have been imported from Japan during the 1920s and 1930s then again
during the 1940s and 1950s. American potteries and glassmakers also
produced shakers during those eras. Shakers of all ages are
collectible, with value depending upon things like age, rarity,
manufacturer, what the shaker is made from, novelty of design, and
condition.
